Counties
A plan buys counties. The pages below cover how many counties a plan includes, how to change them, and how to save a set of areas as an area cluster.
Who this section is for
Anyone deciding which counties to buy, or wondering why a county is greyed in the areas picker. The county model is simple but it is not obvious: a plan includes a number of counties, chosen anywhere in the country; a state or a metropolitan area is a shortcut for choosing many at once; and a set of areas you want to reuse can be saved as an area cluster. The pages below explain each part.
How aggregation changes a value, and why a state assembled from counties is not the same as the state, is on the methodology’s geography page.
